Accomplishments
Sean Rose served as Worcester’s District 1 City Councilor from 2018 to 2023, during which he championed numerous initiatives that significantly benefited both his district and the entire city.
Economic Development
As Chair of the Economic Development subcommittee, Sean played a pivotal role in securing over $1 billion in private and public investments, fueling growth and creating opportunities across Worcester.
Infrastructure Enhancements
Sean obtained funding for substantial infrastructure improvements, enhancing the accessibility and safety of city streets and sidewalks.
Sean advocated for a comprehensive traffic study for the Montvale Historic District in Worcester. On June 21, 2022, he submitted a petition on behalf of the district’s residents, requesting a thorough traffic review of the neighborhood, including Upper Monadnock Road, Sagamore Road, Whitman Road, and Pratt Street, and the exploration of interim traffic calming methods.
The Department of Transportation and Mobility conducted the study, releasing their findings on April 19, 2023. The study revealed that the Montvale neighborhood was experiencing high levels of cut-through traffic, excessive for its local street classification. Recommendations included improving turn prohibition signage on Salisbury Street, implementing traffic calming measures within the neighborhood, and, pending funding, revising the Salisbury Street/Park Avenue intersection to enhance safety and operations.
Housing Initiatives
Sean championed the implementation of accessory dwelling units and introduced Worcester’s first inclusionary zoning ordinance, both aimed at increasing affordable housing options and promoting equitable community growth.
Parks and Recreation
Sean oversaw the revitalization of Indian Hill Park and the Tacoma Street Playground, providing vital green spaces for recreation and community activities.
Environmental Efforts
Sean successfully installed the Indian Lake alum dosing station to improve water quality and protect the environment

Sustainability Measures
Sean advocated for and implemented a specialized stretch code to advance energy efficiency and sustainability efforts.
Urban Forestry
Sean established the Tree Commission to prioritize green initiatives and urban forestry within the city.
Community Resources
In partnership with Congressman McGovern, the Worcester Housing Authority, and community leaders, Sean facilitated the expansion of the Great Brook Valley Library, enhancing community resources.
Neighborhood Revitalization
Sean assisted with the Greendale Revitalization Plan in collaboration with Saint-Gobain and the Worcester Business Development Corporation, bringing transformative investments and opportunities to the area.
Body Cameras
Sean has been a strong advocate for equipping Worcester Police officers with body cameras to increase transparency and accountability. In 2020, he filed an order calling for a permanent body camera program by January 2021 and has consistently highlighted the importance of such measures for community safety and oversight.
Foley Stadium
Sean has continually pushed for improvements to Foley Stadium. He requested that City Manager Edward Augustus explore structural upgrades—including enhancements to locker rooms, the press box, and the stands—to better serve the city’s sports teams and community events.
American Rescue Plan Act (ARPA) Funds
In 2023, Worcester City Manager Eric Batista allocated $2 million from the American Rescue Plan Act (ARPA) funds to combat food insecurity. This funding was directed to the United Way of Central Massachusetts (UWCM), which distributed it to local food providers and pantries over three funding cycles.
Collectively, these accomplishments reflect Sean's dedication to fostering sustainable growth, enhancing community resources, and improving the quality of life for Worcester residents during his tenure as District 1 City Councilor. Sean hopes to bring this track record of success to the citywide level as an At-Large City Councilor.
